New tech is an issue. The goal is to hire on as PTFs not CCA. If they get rid of the cca position, current CCAs would be converted to PTFs. I'd say it's pretty likely the CCA position gets phased out next contract. It's clearly not a successful program and is causing more damage then good. In a lot of areas they can't even hire PTFs.
