Have everything on average to high and get 70+ fps in-game/cutscenes and 120fps for movie cutscenes.To answer the question of your post, you can ping the server and see how long it takes the packets to travel. It is vanishingly unlikely that the servers themselves will be lagging. It is most likely that there is a problem somewhere between you and the server. The closer that problem is to the server, the more people it will affect.
