They spawn pretty much everywhere, but I've had the best luck in the obelisk areas. It spawns almost anywhere on the island except some beaches, but it's spawn rate is insanely low. You'll just have to fly around until you find one. You could also look on the ark wiki page for it. It has a map of the exact areas it spawns. Red Obelisk, Red Woods and the middle southern peninsula are good places to start. But I always ran into them more often in the north. Frozen Tooth and Frozen Fang mountains especially, but also usually could find one somewhere in the snow biome somewhere. I remember hearing back in the day that there was a cap on 3 quetzals on the Island map ... Think can only have about 4-5 Quetzals spawned in the map at any time they tend to fly just above the tree line and will wander the entire island found one near the volcano 2 days later saw it again over dead island about a week after that was in the snow biome just got to wander around till you see them but the view distance really makes them hard to find
