This is .. incorrect, in a way. Trees will respawn everywhere except in the yard you own (in most cases). lemothelemon's analysis is correct. The trees will respawn even if the stump is removed, unless they're located within your yard. I believe that they respawn a bit quicker if you don't remove the stumps, but they still respawn even when you do.And of course I just had to share it, in case any Portians wish to use it as well.
