Mix it with some long drying epoxy and put it on with a spatula. You will want to get the glue at least up to room temp to make it easy to work with. Try it out it may work.

The back of the dash pad is likely relieved to make sure it 'breaks' in the proper pattern if/when the airbag deploys.
