OROVILLE, Calif. - A local animal shelter is overloaded with animals that need new homes. There are about 150 dogs in the northwest SPCA Animal Shelter right now. Many are doubled up in kennels and up to four small dogs or puppies are in one four-and-a-half by 10-foot kennel. Between cats and dogs, the northwest SPCA has almost 300 animals.
