The crafter will make the item at base level you have to add the infusion training matrix etc… iirc its level 386 to 392 ish then a heroic infusion could get you to 405 and mythic to 418 but you need quality mats and crafter needs max points in that specialty and inspiration no guarantee on getting max level.
