In order to adjust a governer you must first know how it works and weather or not it need adjusting. When you put the engine under load the governor should advance the throttle perhaps to full depending upon the extent of the load. Step 1 Remove the Air Filter Cover. The air filter and its cover are located to the right of the yellow warning label under the throttle cable. Remove the single screw attaching the cover and filter using a 5/16'' socket.
