My 2016 Honda Accord had this blinking D3/03 too. This came up along with check engine light, power steering, traction control, and tire pressure lights. Car went into limp mode and lost power. First time I ever saw the PRNDL display flash when in "D". It happens after driving for 5 to 10minutes. A little research and it says, automatic transmission clutch pressure switch. Or transmission oil pressure switch. Don't know. Could be 2nd or 3rd. I hooked up my code reader and no codes.

Get the car scanned and get the DTC. Also whining noise has a lot to do with worn gears inside the transmission not making proper contact.
