It seems the scaling is all kinds of wack to reinforce pure builds, but pure pyromancy seems too demanding to be viable. I completed the game yesterday, optional bosses and all, as a pure pyromancer. No melee or shields used. It's definitely tough during the early stages, but it ends up being pretty powerful late game.No essential rings with a pyro build, imho. Best spells are Great Combustion and Black Flame, and Fire Tempest. Get your dex up to 45, that will increase your casting speed and give the scythe tons of damage. Dark mage/Pyro is amazing but also sort of turns the game into easy mode. 40 Int and 40 faith and a dark infusion on your preferred weapon and you'll lrobs wipe the floor with the game. A chaos/dark claymore is great for a two handed weapon, or a infused long sword is good enough. Early game you are best off with a straight up longsword or broadsword raw infused. Dark and chaos infusions are more mid/late game. With low stats you are best off with a raw infusion until your stats are higher. I just finished Dark Souls 3 a few days ago and absolutely loved it. Defense plays a much smaller role than in Dark Souls II and the only real defensive stat that is worth a damn is poise, and even that can be worked around. I suggest just picking out what looks cool to you while trying to stay above 12 poise (above 25 is more optimal). Hexers are basically dark mages. Hexes can be either miracles or sorceries but they mostly do damage. There are a few differences. Hexes usually have shorter range, damage stamina, and do various overpowered things at the costs of spending souls.
