I would not call it a vibration as it is too smooth to be annoying. The surging you (OP) speak of, might be the transmission "shifting" up a gear, as you gently coast to a stop. When our 2013 KIA Soul has sat idle for an hour or two after driving when it is started back up it often idles very roughly and will even kill and need to be restarted and then still run rough. Shifting into neutral and back to drive can help it to run a bit better.
